Getting your low carbon technology devices onto the ESB Networks LCT Register
A practical guide for manufacturers: what the ESB Networks LCT Register covers, what you need to submit, and how Threepwood validates and lists your device.
As more heat pumps, EV chargers and generation connect to the low voltage network, ESB Networks needs a dependable way to understand how those devices behave electrically. The LCT Register is how they do it: a validated list of low carbon technology (LCT) devices that supports faster, better-informed connections across Ireland.
Threepwood Consulting is the LCT Compliance Agency for ESB Networks. We review and validate the data manufacturers submit and maintain the devices on the register. This guide explains, for manufacturers, what the register covers, what you need to provide, and how the process works.
Which devices are covered
There are two registers: one for inverter-connected generation (solar PV, battery storage and other inverter-connected generation) and one for demand devices (EV chargers and heat pumps). Vehicle-to-grid chargers sit on the generation and demand register.
The categories, all intended for connection to the low voltage (LV) network, are:
- Heat pumps - up to 75A per phase (17.25 kVA single-phase, 52 kVA three-phase)
- AC EV chargers (Mode 1, 2, 3) - up to 75A per phase
- DC EV chargers (Mode 4) - circa 350-400 kVA
- Micro, mini and small-scale generation, including battery storage - up to 289A three-phase (200 kVA)
- Export Limit Schemes (ELS)
- Vehicle-to-Grid (V2G) chargers - treated as micro or mini generation
Electric vehicles themselves don't need listing, and megawatt charging systems are currently excluded.
What you need to submit
Submissions are made electronically. You complete the relevant Microsoft Excel template (one for demand devices, one for generation devices and export limit schemes) and attach the supporting information for each device. For demand, this typically includes a Declaration of Conformity, an EMC (harmonics and flicker) test report and a datasheet; for generation, the EN 50549-1/-10 type test certificate and report plus the Interface Settings Compliance Form. Export Limit Schemes require the NC7-03-R1 form.

How registration works
- You populate the template for your device, gather the supporting documents, and email them to lct@threepwoodconsulting.com.
- We review and validate the data. If anything is missing or unclear, we come back to you to resolve it.
- Once validated, we add your device to the LCT Register.
Registration can usually take up to four weeks from a complete submission. Gaps or queries can extend that, so an accurate first submission is the quickest route onto the register.
How devices are numbered
Each registered device gets a reference in the form 00-000-0000: the first two digits identify the technology and device type (for example 11 for a heat pump, 13 for an AC EV charger, 21 for micro-generation), the next three identify the manufacturer, and the final four identify the product. If you make a technical change, submit it as a new device for re-assessment; the superseded version is retired with an "effective until" date.
